New Jersey Advances Bill Modernizing Athletic Trainer Licensure

Legislation aimed at modernizing New Jersey’s “Athletic Trainer Licensure Act” is on its way to Governor Phil Murphy’s desk, marking a major step forward for the state’s healthcare and sports medicine landscape.

One of the most significant changes is the replacement of the term “athlete” with “physically active person,” a broader designation that aligns New Jersey with national practice standards. This updated definition includes individuals participating in sports, performing arts, recreational activities, employment, and military exercises.

“The state’s ‘Athletic Trainer License Act’ was last modified nearly two decades ago,” Diegnan said. “Modernizing aspects of the licensure act will address the current healthcare needs of our residents and allow licensed athletic trainers to maintain the highest professional standards.”

The bill includes safeguards to ensure Athletic Trainers continue to work within their professional scope, with oversight provided by the New Jersey Athletic Training Advisory Board under the State Board of Medical Examiners.

The Athletic Trainers’ Society of New Jersey (ATSNJ), which advocates for top-tier care and professional advancement, has voiced strong support for the bill. In addition to expanding access to care, the legislation also clarifies the definition of “illness” and reaffirms that Athletic Trainers do not have prescriptive authority for medications, especially controlled substances.

The bill also establishes a master’s degree as the new educational requirement for licensure, ensuring New Jersey remains consistent with evolving national educational standards.
